Recently i noticed whenever i restart my PC, There is no BIOS screen, it's completely black, monitor doesn't load anything, it stays black for a long while (i don't know about 2 minutes or so), then the monitor turns on like it's black but lights on or you can visibly see that the monitor is on, after that the WINDOWS loads. So what's the problem here?

Solution
Okay. Try to get into BIOS when it boots up by repeatedly pressing F2, F10, and delete. There should be an option to display the logo during boot. Turn that off, and you should be able to see the POST checks as they occur.

You shouldn't encounter a blank screen regardless. That could indicate that the CMOS battery is going, and the image data for the HP logo somehow got corrupted.
