BIOS sees both modules but only 4GB

Hello, my friend and I just built a PC for him and in the BIOS of his MSI FM2-A75MA-E35 motherboard in Memory-Z it says there are modules in both slots, with the name and everything (G.Skill RipjawsX 4GBXL) but it only registers 4GB of RAM in total while it's supposed to be 8GB.

I never said something about Windows. The BIOS isn't seeing the 8GB not Windows and yes I'm running Windows 7 64-bit.

Well they both work because when I put them in slot 2 the PC boots up but when I put them in Slot 2, it doesn't, everything just starts spinning but no display. I just don't understand why it recognizes that there are modules in the slots with all the information and voltage and every other piece of information but it won't recognize the memory.
