Question bios shows system fan 1 at 0rpm

when i go to my bios and check smart fan 5 and check system 1 it shows system 1 fan at 0 rpm and when i enable the system 1 fan fail warning my computer starts beeping right away , is it a problem or normal to have it at 0rpm ?
and i have been having insane fps problem in games with my 1070 and i7 7700k , also when i play games after some time playing my computer starts making the same beeping noise .

Usually the large cabinet fans are simple 2wire fans, with no speed feedback.
This is because the fans are designed to run at their max speed 24/7.
They do so at a very low noise and low power.

As the motherboard does not get any information on the speed, any alarm setting will instantly set off, beeping the mind out of you.

Easy to check: if the fans have only 2 wires, they do NOT supply any speed information to the mb.
If the fans have 3 wires, the 3rd wire would be speed information.

The beeping is commonly caused by overtemperature.
Look for any fans not turning or heavy dust buildup.
