Bios "Stuttering" or mini freezes

I just built a new computer this week, I have not overclocked at all. Yet I seem to get stuttering whenever I am in my bios. It does not happen in windows, only in the bios. It almost feels like lag, my peripherals will not respond for a few seconds, then they will for a few. then they won't again. If i move my mouse while the screen is "frozen" or during a stutter, then it will jump to where I moved it after thee stutter. Please help.

MB: MSI Z170 SLI PLUS
CPU: 6700k
RAM: Corsair Vengeance LPX
PSU: EVGA Supernova 650W
 
Solution
with the newer bios i seen it with my dad gigbyte bios. there should be a mouse speed setting in the bios. changing it from the default to a higher number will be the mouse to move faster in the bios.
