bios/windows not recognizing my hdd

Hello..first post but have been reading here for a long time.

Mobo-z87a uefi bios
Processor- i5 1150
windows 8.1
attempted hdd's-seagate 1t
Then an old wd 1t hdd..neither would pick up in bios and windows claims my old hdd is "locked" unlock it to install.

Just built pc had it out together a day and have been working for 6 trying to fix this problem.

My bios nor fresh install of windows is able to see either of my drives (only installing 1 tried an old one to see if bad hdd.) Also note it sees ny sata dvd drive no matter how I swap the cables around. Please help!

yeah it could...first please try to the old drive and the new one on another pc, and see if it get's detected there..if it does...your motherboard might have a problem...maybe misconfigured bios, also have you updated bios to new version/
