BIOS/Windows sees different memory

Hello,
I have just built a nice computer as a workstation for 3d work, and I have some weird memory problem.

Config:
Asus Z9 d8pe ws mainboard
2x Xeon 2670 cpus
750 EVGA power supply
Asus R7 265 graphics card
EVO 850 250gb SSD
4x8GB 1600 ram

The problem is, when I first built the computer, it was freezing a lot (CPU heat is around 35-40 when idle, and when i am using all 32 cores 100% it is around 60, so thats not the case), even I was in BIOS it was freezing, then I have no idea what happened but it was solved. I was using computer around 10 hours a day, but no problem.

Then couple of days later, I had to format the computer (it was w8.1) and i installed windows 7 pro, then it was showing 32GB ram (27.9 usable), then I was like what is this, I restarted computer and i saw 24GB when the computer is starting, then I restarted again, and it was 28GB, then I shut it down and it was 32 again, but in windows it was never 32 .

Then I thought maybe(not likely I know) the problem was Windows 7, so I formatted again and installed windows 8.1, but the problem is still consistant, and it is freezing randomly again, sometimes when i am only on chrome, someitmes when it is idle, sometimes when i was only browsing bios.

So, I have removed all rams, now I put only 2 of them to slot 2 and 4, and it shows 16. no freeze, but couple of days later it started again.

I have no idea where to look right now, I did memtest to all rams, they all look fine, but when I plug in ram 3(i named them) It says 8GB (3.6 usable), but when i plug in RAM4, it shows 8GB. thats it

any ideas? as this is workstation, it should be almost always running 24 hours a day:(

1| If you have a freeze or an issue while in BIOS then it's one or a combination of things.
a| You have a faulty stick(s) of ram.
b| You have a motherboard that has a faulty ram slot(s).
c| Your motherboard's CPU socket pins may be compromised.

Solutions;
You've already ruled out that the ram you've so dubbed *3* is faulty but does the same stick of ram in another slot show the same issue or is it displaying a full 8GB of ram?

You will need to see if you have a pending BIOS update for your board.

You will need to inspect your CPU socket to see if there are any bent pins. On the note about CPU's, is your Xeon 2670 version 1 or version 2?

You will also need to share your ram sticks specs. The information should be found on the side of your memory/ram sticks off of the sticker.

If you've isolated the slot on your motherboard to be faulty then you're in need of an RMA though my primary question among all this is that, are you sure you populated the ram slots as per your motherboard manual? Page 2-13 in your manual.

As I couldnt figure out the real answer, I have gone to local computer shop, and he tried all of the rams also with another computer, and he said, these rams are really low quality, and it may not be fully compatible with my mainboard. At first I thought he may be scamming me, but he said, ok take these rams (kingston 4x8gbs ) and come couple of days later. And the problem is completely solved, it looks like RAMs were not compatible with my mainboard, sometimes it should 8gigs, sometimes something other than that. btw my brand was "hi-level" if im not mistaken.
