Bios won't let me overclock cpu anymore

I have 2500k and msi z77a-g41 mobo.

Had cpu OCed to 4.9ghz and it worked fine, now bios reset oC and gives me only maximum 37x multiplier option (3.7ghz).

Also had option to oc ram to 2133, now its 1333 max.

Still can load oc profile with 4.9ghz, but as soon as i enter Windows, it drops to 3.4 in aida and msi afterburner.

Windows Task Manager still has 4.9 ghz cpu clock for whatever reason.

Reset bios with cmos and small battery pull out, still same 37x maximum cpu ratio option .

Bios downgraded 1 update still same problem.

Is there maybe a setting in bios that lets me enable overclocking?
