BIOS won't recognize hard drives, has my motherboard failed?

I have an HP computer, model p6130y. The motherboard within in is a pegatron m2n78-la. All hard drives discussed are SATA.

I had an issue with what I believed to be a failed hard drive (the one it came with). I decided this last year after searching forums that led me to believe the hard drive was the issue (screen blacking out after booting, etc.). However, I have finally purchased and connected a new hard drive and tried to boot from USB containing a windows OS but no hard drives are being recognized by the OS installation. I went into BIOS and discovered that it is not detected there, and I have also tried my original hard drive. They both are not showing up. Is this a motherboard issue?
