Question Bios works but PC keeps restarting

My friend bought a new PC and it's having a boot loop. I can get into BIOS but after bios screen it restarts

Specs:
B365M DS3H WIFI
i5-9400F CPU @ 2.90GHZ
8gb ram (1pc)

What I did:
Bios Version: F2b

1. Removed all devices and tried to load with only power cable
2. Restarted CMOS by removing the battery
3. Changed RAM slots
4. Loaded optimized BIOS settings
5. Checked that BIOS have the last version
6. Temperature in BIOS is fine and BIOS recognizes the memory
