Bioshock infinite dropping gpu usage, stuttering

does anyone have a fix for my issue?, i have a gtx 1060 3gb from msi and everytime i try to play bioshock infinite i get like really bad stuttering, i have found that this is caused by dropping gpu usage but i dont know how to fix it....

I have checked the thermals and cpu usage but my gpu does not exceed 75 degrees under load and the cpu is always at arround 80% in game.

My specs are :
I5-3450 @ 3.1 ghz
Msi gtx 1060 3gb OC
8gb ddr3 ram at 1600mhz
128 gb ssd for windows
1 tb hdd for storage
