Bioshock Infinite Framerate

I recently built a new gaming PC. Here are the specs

Asus GTX 780 3GB
Intel core I5 4690K
Gigabyte Z97X Gaming 3 Motherboard
16 GB RAM

I'm getting a terrible framerate. Stays at 60 when there's practically nothing happening. When something does happen, the framerate constantly dips below 30. I have everything set on ultra and I've browsed countless threads that offer solutions by editing the game's .ini files and changing the poolsize and such. I'm still having this issue. Hell, even Crysis 3 runs better than this. Anyone have a solution?

vcdredist.exe comes included with the game, find it and install it!

That didn't help. I even tried lowering the graphics settings and nothing changed.

even I have the same problem when the framerate lock is on, maybe that's the same problem with you.
