Hydrocarbons degrade into carbon dioxide and water.

I guess that's biodegradable.

On the other hand, hydrocarbons are highly flammable and gpus make alot of heat.

You need three things to create a fire: 1) fuel, 2) an oxidizer and 3) ignition.

A spark submerged in mineral oil won't have access to oxygen.

Also, if you do any sort of immersion, you would put a lid on top of the tanks to prevent dust from getting in and gumming everything up.
