The R9 290 is a 400$ GPU, the only reason it costs so much is demand. As far as the hash rate it sits just fine below the 290x(high 800s to high 900s) and above the 280x which shows to be in the 700s.

but I've got a cheap $80 GPU getting 28mh/s and my mums laptop is getting 100mh/s and its not even a gaming laptop or anything

but 800kh/s? thats crap. how come my $80 shit nvidia can do better even though AMD are meant to be better, it has a higher clock,memory clock, more memory and is 512bit

I think you've got your sizes a bit confused.

R9 290 does c. 750Mhash when mining bitcoin and c. 750KHash when mining litecoin.

So It'll do about 7.5 times as much as your mums laptop.

HOWEVER

I wouldn't be investing any money into Bitcoin mining right now. Hardware is available at a very great sum which has massively increased the difficulty of the mining and taken it out of the realm of high end GPUs. ITs just not financially viable to mine Bitcoins. Litecoins maybe...it really depends how/whether their value increases
