Same as any other drive. Boot Windows installation media from CD/DVD/USB, remove existing partitions, partition/format/install.
Either set USB to be first in the boot order via BIOS, or use what ever method is required during boot to get a boot menu (F10 on Dell systems) and choose the USB device. One of those two works every time.
Then you have a problem with your boot media. The boot process is erroring, then bypassing USB and dropping down to the HD. Recheck that you created your boot media properly.
