Each time I boot my computer now I have To enter the Bitlocker Recovery Key. I Re enabled TPM and it stopped for a bit, but It has come back after adding and overclocking ram. Is this a hardware based issue. Do I need to Unlock and relock the drive.
Yes, you must suspend BitLocker before making any changes. After the changes are complete then and only then resume BitLocker. This is the way it's supposed to work.

This isn't a Windows 11 thing. This is the way BitLocker is supposed to work. It's very paranoid by design and this is a good thing in security. You should also be keeping an unencrypted backup as BitLocker in Windows 11 has a known bug in some of its new code that can corrupt data and possibly render the volume/s permanently inaccessible if it triggers.
