Bizarre modem/router interaction? Different default IPs and screwy internet access?

I recently moved into a new townhouse and have been having a bit of trouble with the internet. There is a D-Link EBR-2310 Ethernet router in the garage and an Xfinity TG1682G modem in the middle of the house. There's a coax going into the modem (which provides the wifi) and an Ethernet cord running from the modem to the wall, which ultimately provides internet into the router back in the garage. That router then has Ethernet cords that run throughout the house to the ports in each room.

Everyone in the house quickly realized that while we could access the internet via Ethernet and wifi, we could only access certain websites (Google, Facebook, Netflix, etc.) but others (most websites actually) seemingly randomly would just timeout while trying to load. A guy from Xfinity checked it out (he was also perplexed) but determined it was because the router and the modem were providing different default IPs (192.168.0.1 vs 10.0.0.1, respectively). If we unplug the Ethernet the wifi runs fine with no problems.

What is going on here? And how can it be resolved?
