BL2 runnng badly on decent PC

Last week i built my first PC and its running great! My specs are: CPU: athlon x4 760k 4.5ghz, GPU: gtx 750ti, 8gb, MOBO: msi a78-e35.
Most games work great (e.g skyrim, warframe) but my best game of all time, borderlands 2 runs pretty badly. By badly i mean fps drops in certain areas and stuttering when in battles on even lowest settings! This also occurs on the original borderlands.. yes the original! I dont know if this is a issue anyone else has had but i need advice. Should i overclock my gpu a bit? (its duel fan) i just dont know a lot about pc gaming.

Make sure to disable PHYSX, it heavily impacts CPU performance, try after removing that

I have it set to low all time, but is there actually a way to turn it off completely?

There is a config file in the directory, can't remember off the top of my head sorry, do a quick google, cos I had a problem very like this
