black bar on right side of monitor

My monitor (HPw1907) have a 1 inch black bar on right side and my desktop has moved 1 inch to the left i.e i cant see the start button. I restart the pc and it works fine now but i want to ask is this a monitor issue or a driver issue?

This can happen (and usually happens) when you connect a brand new monitor for the first time or install a different graphics card for the first time. Usually happens only once, until driver initializes new display properly. Nothing to worry about here.

ok thx but this is a 6 year old monitor and no gpu is installed.

Likely a temporary driver issue, this can also occur on driver updates. As I said, nothing to worry about.
