Question black bars

there is a large black bar on my second monitor. its on the very edge of the screen but the desktop starts at the end of it. i had it at a much lower res and it was fine but at higher res it goes back to black bar with a part of desktop moved over.
it uses vga.

Make and model of the GPU? Please include the drivers version that you're on. On second thoughts, include your full system's specs like so:

OS:
include the make and model of your monitor and how you're connected to the display.
