[SOLVED] Black desert online stuttering

As the title says i get micro stutters in bdo after i did a fresh install of windows 10 my rig is
GTX1080
gigabyte ab350-gaming 3
Ryzen 7 1700
corsair ddr4 16gb
Before the clean install Black desert was running smooth with no stutters but after the install its the only game that stutters and taskmanager power usage says its very high i cant seem to fix it :/

Make sure you re-install your latest NVIDIA drivers, that could very well be the issue here.

i thought that was the case so i reinstalled my nvidia drivers and nothing changed

Try limiting the framerate
