Black desktop icons and no IconCache.db in local folder?

Every time I boot my computer the icons of programs and folders on desktop are black. I have to use a rebuild icon cache bat file made by someone to restore them. When I navigate to appdata/local there is no IconCache.db "I enabled hidden files view".
Windows 7 ultimate 64-bit

Could it be a service that I've disabled? I did disable some..

Anyone willing to tip me?
