[SOLVED] Black Dots and Wavey Lines

Black dots are appearing when gaming
Waves appear to ripple down my screen when watching YouTube videos, etc.

I cannot figure out what is causing this (photos and video footage links below). I undid my cpu and gpu overclock to test, I have tried re-seating my GPU, switching it to another PCIE slot and removing it completely, 2 different monitors, 2 different HDMI cables, and this issue still occurs NO MATTER WHAT. I am starting to think I have a bad power supply or a bad motherboard! Please help.

MOBO ASROCK Z370 KILLER SLI/AC
CPU I58600K
GPU EVGA GTX 1070 SC
RAM 16GB DDR4 CORSAIR 3000MHZ
PSU EVGA 600W B1 80+ BRONZE PSU

The black dots and wavey lines do not happen when playing back a recording of my game on my TV or cell phone everything seems perfectly normal, so I know it must be my PC.... Black dots, wavy lines appearing when watching youtube videos, black dots and wavy lines appear when playing games, but the framerate never dipped below 130fps when playing Doom on Ultra settings!! I cannot see the issues IN-GAME, ONLY WHEN WATCHING VIDEO PLAYBACK OF IT. This issue happens WITH OR WITHOUT GPU INSTALLED, ONBOARD GRAPHICS, 2 DIFFERENT MONITORS, AND 2 DIFFERENT HDMI CABLES.
 
Solution
So if issue happens even without the video card, could be the CPU, maybe power supply, RAM also. Overclocking could have damaged something. Test with one RAM stick at a time, make sure temps are good. Did you try checking for a newer BIOS and video card driver? Try another connection other than HDMI?
