Ok, I have this problem,looks vaguely like screen tearing but can't possibly be screen tearing as it also happens in windows 7 desktop. (Or can it?)

It's most noticeable on this video of the Warlords of Draenor cinematic at 1 second, 4 seconds (both can be clearly seen as lines or tears on the demon's right horn (his right, not the viewers!) and again from around 16 - 20 seconds in when the fireballs land and you can clearly see the lines there.
I've recently upgraded my GPU but had this with the old one too. New one is Radeon, previous was Geforce. I had the problem on the old GPU too but it was less pronounced. It only started happening when I bought a new monitor - 24 inches, 5ms, 60Hz, 1920 x 1080 - my old monitor was 19 inch, 5ms, 60Hz 1440 x 900.
It never happened on my old one which was a 8 year old Phillips 720 unit. The new one is an Acer K242HL. Not an expensive monitor, but it should be able to cope with just Windows. Any ideas guys? It's driving me crazy!
I've tried triple buffering, synchronization, Radeon Pro, Rivatuner, MSI afterburner. Nothing stops it. Strange thing is, I had to take the very bad quality film on my phone because when I used MSI afterburner to record it direct from the display, the playback had no problems, the lines and tearing weren't there. It's almost like it only happens "live" and not recorded. I'm really confused.
I've also noticed that though it has done it on other graphics cards, it doesn't ever do it via the onboard graphics.
Could it therefore be a problem with the PCI-E port that is causing the fault?
Thoughts (other than buy a better monitor) would be appreciated
I say this because if I was playing Call of Duty or something I could understand it, but not watching films or using windows.
