Black fuzz/blur surrounding all objects on monitor for everything from video games to regular use

Can anyone tell me what this black fuzz/blur is that is surrounding all the objects on my videos and games and how to stop it from appearing on my screen? Do you think it has to deal with the resolution or my video card? I use a gtx 1070, and I updated my drivers today. I even reinstalled them thinking that might resolve the issue.

Use air and blow it off.

Found the answer from another thread. It was my televisions fault. Had to unplug it and plug it back in then restart the television. Working like its old self againnn!
