I've had this issue for the past 4 months. I have tried multiple solutions and I am at my wits end. I have bought a new motherboard which was faulty, tired other ram sticks and only one ram( checking both ram stick one at a time), different HDMI cords, DDU you name it I have most likely have tried it. When I took a screen shot directly from windows the screenshot came out perfect with no issues like I was seeing on my display.

I used a working GPU and it had the same issue and after using the working GPU the issues starting getting worse with BSODs and black screens with freezing. Disabling the GPU is the only way for my GPU to display correctly.

The only other thing I can think of is a bad CPU but I don't see and signs of that except for the one BSOD I just had today.
Also I tested the PSU with a multimeter and a working PSU
