Question Black screen after BIOS, new gpu

I recently upgraded my GPU from an evga geforce gtx 650 ti to an msi geforce gtx 1660. I took the old one out and put in the new one and my bios screen loaded followed by the windows loading screen, but the screen went black after that. I tried to boot into safe mode but the same problem occurs. From there, I put in the old card and now the same thing happens with both it, and the onboard graphics from my asus m5a78l-m lx plus motherboard. I ensured a proper connection from my psu (625W) to the cards, took out and replugged in my sticks of ram, reset the cmos by taking out the mobo battery and still I cannot get past this black screen. Other people with similar issues seem to have been able to get into safe mode and disable/uninstall old drivers, but I cannot even do this, any ideas?
 
that board have onboard graphics? you may be able to remove any GPU and boot w/o.
hopefully that allows you to get to safe mode?

I've tried using the onboard graphics and unfortunately the same thing happens, I am given the option to load into safe mode and after the windows loading screen it goes black. Windows 10 btw I should have mentioned that originally.
