Question Black Screen after installing NVIDIA gaming drivers & restarting ?

Just upgraded some parts on my friend's PC. Everything was fine until I installed the NVIDIA gaming drivers. It told me to restart the computer after it finished installing, but when I typed in the passcode to go to the home screen of windows, it's just a black screen. I'm able to see my cursor moving around as I move my mouse and I'm able to use ctrl, alt, and delete. I've tried many obvious fixes for example restarting the pc, resetting my bios to default, taking out the parts and putting them back in, and I even reinstalled windows... Please help!

Update
Went into safe mode and same thing... black screen with mouse cursor and ctrl, alt, delete still works. Opened task manager and used it to open control panel to open device manager to uninstall display adapters. Restarted the computer and still doesn't work. Could it be a part issue?

The BIOS version of the B450 AORUS M is "F50" if that helps.
