Black screen after installing video card drivers

I just built a new computer, and whenever I install the video card drivers for my HD 6950, after it restarts all I can see is a black screen. I can type in my password, which I guess means it works in some way, but after I log in all I see is the background, nothing else. I can right click, but that's about it. If I press Ctrl+Alt+Del, it gives me a black screen and I can't press any buttons, I can't open the task manager or anything. The best I can do is do a System Restore on Safe Mode. What's causing this problem?

My computer specs:
Mobo: ASRock P67 Extreme4
GPU: Gigabyte AMD Radeon HD 6950
CPU: Intel Core i5-2500K
PSU: Antec High Current Gamer Series 520W
Memory: G.Skill Ripjaws Series 8GB (2 x 4 GB) DDRS

Presuming that the card is properly installed and both power cables hooked up then most likely a faulty card.

Boy, do I feel stupid. I plugged in both the VGA and the HDMI to the TV and turns out the computer was using a dual-screen setting and it was using the HDMI as the primary monitor. Okay, problem solved.
