Black screen after logging in

I have windows 8.1 installed and I am currently having a problem with my computer where after I log in i get a black screen and all I can see is my mouse. I am able to pull up the task manager and I have attempted to put the computer in safe mode from there but I still get a black screen while in safe mode. I also saw a previous thread and tried multiple solutions on it but they did not work. I also tried the f8 key during startup but I can't get that screen to pop up. If anyone has any tips please help. Thank you.

Check If EXPLORER.EXE Process is running in Task Manager
If Not goto new task type explorer the click ok
