Question Black Screen after messing with BIOS

So my friend has been messing with his new machine and lowered the cpu frequency to 2200 and the cpu voltage to 1.2200 and now he gets just a black screen while booting the keyboard won't even light up. The fans all spin inside and the ram lights up as per usual just getting a black screen however that does not apparently even allow him to go back to the bios. To those who ask he was in the bios to try and achieve lower temperatures.
SPECS are:
Ryzen 5 2600
ASROCK B450m pro4
16gb 3200 memory (2x8)
1tb Hard Drive
120gb SSD
1060 3gb
550 Watt 80+ Bronze rated power supply.
Help would be greatly appreciated!

He needs to clear his CMOS. This will reset his mobo/BIOS settings. Check your motherboard manual, there should be instructions in there if your motherboard has a specific procedure.

Edit: According to your motherboard manual, there should be a two pin jumper. Follow these instructions. You can find the rest of your manual online here.
"CLRCMOS1 allows you to clear the data in CMOS. To clear and reset the system parameters to default setup, please turn off the computer and unplug the power cord from the power supply. After waiting for 15 seconds, use a jumper cap to short the pins on CLRCMOS1 for 5 seconds. However, please do not clear the CMOS right after you update the BIOS. If you need to clear the CMOS when you just finish updating the BIOS, you must boot up the system first, and then shut it down before you do the clear-CMOS action. Please be noted that the password, date, time, and user default profile will be cleared only if the CMOS battery is removed. Please remember toremove the jumper cap after clearing the CMOS. "
