Black screen after upgrading my graphics card

I just received my graphics card a XFX, AMD R9 380. When the plugged it in and started my PC all I got was a black screen, no Bios initiation nothing. Fan on the graphics card runs on start up. It is not a problem with my motherboard as I have replugged in my original graphics card which runs fine. I do not think it is a faulty graphics card as this is the second time this has occurred(returned the other one asking for a replacement).

Please help!

OS: Windows 10
Current GPU: AMD HD 6900
CPU: i7-2600 3.4 GHz
PSU: EVGA G2 650 Watt
RAM: 16 GB DDR3
Motherboard: Dell LGA1155 (46MHW DF1G9)

Update: So my monitor's are getting a signal from the graphics card, but go into power saving mode

make sure your mb bios is up to date could be a bios bug.

When you installed the new graphics card, did you connect the PCIe Power cables to the new card? Usually a blank screen means you haven't hooked up the extra power it needs to run.

Yeah. I bought a new PSU specifically to do it haha.
