Question Black screen after windows logo, possible CPU fan issue?

So I just upgraded my CPU and it ran a little hot for a couple of days so I tried to reapply the paste. After booting, I can see the windows 10 logo but then it just goes to a black screen. It seems that the stock fan I installed has splayed pins so I can't insert it correctly into the motherboard. All cables are firmly in but I can't figure out why my computer won't fully boot.
I've tried safe mode and that does boot but can't get it to work normally.

If I get a replacement cooler installed correctly, will the computer fully boot? Or is the problem due to some other issue? PC Parts listed here!

Any help would be greatly appreciated!

it was running rx 480 on a 450w psu?

Yeah I've had no issues before the new CPU install. I had an i5-4590 before the i7-4790K.

look like you just hit the wall. 4790k just draw more then the 4590.
did you check the 4790k temp in bios?

Yeah it was still running hot but I figured that was the improperly installed cpu fan. I ran the machine for a couple of days just fine and PC part picker shows me at a wattage lower than my PSU limit.
