Question Black screen all the time but sound is ok

If my screen gave me full black screen both before and after the BIOS logo but sound is working I even hear the startup sound but cannot see. Can I press and hold like 10 seconds on power button on my pc case, enter blue troubleshooting mode and then safe mode, and finally switch back to 60hz? There is an old DX9 game likes 60Hz and nothing else, results in black screen upon entering the game and screen completely become black screen even if ı quit the game afterwards. Can I see blue throubleshooting screen in this position? In this way can I fix this? Problem is I do want to play in 75Hz my screen supports it but have to switch back to 60hz everytime before entering the game could be forgetten and mess up everything. My fix to this, entering blue troubleshooting screen?
