Black Screen and crashing issues while Launching games

Tried reinstalling gpu drivers and fresh installation of windows but the issue still persists the gpu i have is xfx R9 280 i have a notification on AMD Settings saying that Default Radeon Wattman settings have been restored due to unexpected system failure
