Black Screen and Reboot while installing AMD Drivers

I was experiencing sudden reboots and driver crashes on Windows 7. Decided to upgrade to a clean install of Windows 8 to fix these problems, but made some more. While installing AMD Driver 13.12, my system flickers, goes black, then reboots or hangs on the black screen(left it on for 2 hours, still black). Once it reboots, my system won't boot at all so I have to go into Safe Mode and use Display Driver Sweeper to remove the AMD Driver, then it boots. What can I do to fix this? Also, unticking the HDMI audio option doesn't fix anything, same results.

Ahh, forgot to say that once it's done rebooting it reverts back to Microsoft Basic Adapter and the AMD Driver is then corrupt. I did find some sort of fix though, I installed the AMD Driver with the 270x installed and it installed like normal. Buuut it restarts ~3min later and now once it gets past the windows logo it goes black. I read in another thread to try another monitor so I tried my TV with HDMI and voila it works! So for whatever reason, the GPU doesn't like DVI connections. Is my GPU faulty? Should I still go out and try another GPU?
 
Picked up a R5 230, installed it, booted windows and installed the 13.12 drivers. No problems whatsoever! No sudden reboots, driver crashes, nothing! Could it possibly still be my PSU or should I contact XFX about my 270x?
 


If you changed the GPU and are not having any issues, it's probably the GPU.

I'd just RMA the GPU and see what happens when the new one arrives.
 
Now I'm sure that it's my PSU, I can install the drivers fine with no problem, then when I try to play any sort of game/video(youtube, steam games, flash games) then my screen black outs. Then a bunch of vertical lines appear on my screen accompanied by the noise becoming corrupted and replaying the same sound. After looking those up, I see many posts describing these symptoms and the answers lead to the PSU being the problem. I'll pick up a new PSU and see what happens.
