I upgraded my gtx750 ti to 960 And i've been having trouble . For first thing the monitor always turns off , com restarts whenever i launch a game (Cs.Go, War Thunder.etc)
Im guessing it might be PSU related problem , and my psu model is quite an mystery , Its an edvan 500w. And the old gtx 750 ti required 6pin connector before
Depending upon the GTX 960 they require 1 or 2 6-pin PCIE cables and a 400 watt power supply. Your power supply may not be putting out that many watts now.
You can switch it out with another PSU to test it. Or just replace the power supply. Depending upon your budget, I would recommend a Seasonc or EVGA 500 - 550 watt power supply.
This is most likely due to lack of power. What is your PSU model? The 960 needs more power and requires a 6pin connector while the 750 TI doesn't. Ensure you have this connected to the GPU.

The graphics card wouldn't run at all without the PCIE power cable being connected. Although it may be be related to insufficient power.

Generic low-quality PSU. You can do yourself a favor by replacing it with something good like a Corsair/EVGA PSU. Generic PSUs often can't supply the power they claim.
