Question Black screen during gaming

I've had my current pc for 5 years. I recently cleaned my case fan. Now every time I boot a program my CPU jumps to 100%.
When i run games the screen turns black after 15-25 seconds of playing. The computer then starts to get loud. It doesn't shut down, however.
I noticed my PSU doesn't spin at bootup which I've read its meant to for a few seconds

Would anyone know what I could do to fix this.Any help is appreciated
