Question Black screen during pre-boot screens, BIOS and Boot Menu ?

Specs:
MB: MSI PRO Z790-P WIFI DDR5
CPU: i5 14600KF with Noctua NH-D15 cooler
GPU: RX 7700 XT (PowerColor Hellhound)
RAM: 2x16GB (Kingston Fury Renegade)
Storage: 1TB M.2 PCI-E NVME SSD (Samsung 970 EVO Plus); 1TB SATA SSD (Samsung 870 EVO); 1TB SATA HDD (some Toshiba from my previous PC)
OS: Windows 10 x64

I built my PC, powered it on, setup the BIOS and installed the OS.
Now I no longer see the the preboot messages, BIOS, or Boot menu when I turn on the PC. The monitor does turn on and flickers like it's changing screens however there is no image. Then it boots into Windows and everything is fine. Basically before Windows starts loading it goes through the preboot screens but there is no image, the screen flickers and if I spam DEL I can go into the BIOS however the screen still remains dark.

If I remove my new GPU and install my old GTX 1650 the preboot screen starts working and I can see the messages and go into the BIOS or Boot menu. I can then install back my new GPU and the preboot screen will keep working. However once Windows loads and I restart the PC, the preboot screen becomes dark again until I swap around the GPUs again.

Things I've tried to fix the issue but didn't work:
Just reseating the GPU without installing my old one.
Reconnecting the power supply cables to the GPU.
Resetting the BIOS with the motherboard pins.
Updating the BIOS to the latest version.

Things I think might fix the issue:
Since my monitor is only HDMI and the GPU has only 1 HDMI port and 3 DisplayPorts, I haven't yet tried with the other ports on my GPU. I'll get an adapter soon. Could it be that the HDMI port on the GPU isn't "low level" enough?
Swapping the GPUs around again to get an image and disabling FastBoot (not MSI FastBoot, that's already off).

So does anyone know how to fix this? Thanks!
 
which monitor are you using? Eventually try a TV or different monitor

which BIOS version did you install?
load default bios settings within bios and save and exit
Thanks for the reply. The monitor is Samsung S24D330, the bios version 7E06vAC. Unfortunately the solutions you suggested didn't fix the issue.
 
FIXED! A good display port to hdmi adapter and using one of the display ports instead of the hdmi fixed the issue. Thanks for all the advice!
