Black Screen flash in Windows 7

Dear Friends, My pc is very old ( 2010 ) and i am facing a problem and request your kind help. After installing windows 7 and using for 3 days the screen started flashing vigourously and made things impossible to even read or click. Even during the OS selection page it flashes. I tried to reinstall into another windows 7 ( not original ) and during the process of re-installation it was flashing like crazy, then after installation of new windows 7 home premium still the flashing continued. After than i updated the graphics card driver..flashing still continued. I tried to change the refresh rate but by default it was 60 hz and no other option came with the dropdown. When i opened the BIOS settings it was not flashing. I have no clue what should i do. And the flashing is very fast and sometimes stays for long. Please help me please. I do not know much about hardware and software issues. And it is even getting impossible to download any updates because of the heavy flashing of black screen. Please provide me the link of anything that i need to download because it is so hard to search in the flashing screen. I am typing from another pc.

Plz help.

Shall i change to vista ? will it solve the problem? I have no money to buy new windows 🙁

Intel Chipset DH61ww
450 watt psu
Samsung syncmaster monitor.. very old ( 6 years )



Yesterday i noticed that the flash was even in Bios Screen. Also i loaded windows 8 and changed the icon into Medium from Small.. The flashing screen stopped for about 30 to 40 minutes then slowly it was re-occuring again.


Please someone has any clue what is wrong or do i have to buy a new monitor??
 
This could be one of two issues in my opinion. First the graphics card you have is going out or second the monitor you have is starting to fail. For the monitor take and use a can of compressed air and where the opening is on the back blow it out as best you can then turn on your computer again and see what it does. If the screen flashing takes a few minutes to start once you turn the computer on then it is probably the monitor. If it starts immediately then it is likely the video card.
 
How old is the video card? If your monitor is 6 yrs old then that may be more likely the cause. I have an older Syncmaster and it has a VGA and a DVI connection on it, well the DVI wnet out so I am using the VGA with no issues. If yours has two connections try both and see if you get the sme problems. Since your card is an AMD R7 I would focus more oon the monitor issue. Also check and see if there is a bios update for your MB.
 
Thank you Gentleman Jim. The problem is still persisting. Although the frequency of blinking is varying. Sometimes the blinks are few 1 per 15 to 30 seconds, sometimes 1 per 3 minutes and sometimes they stay blank for 10-12 seconds , come back for 1 second and again goes black. But i have noticed that sometimes and on some lucky days if i keep it on for long, then the blinking frequency slowly decreases and gets less. Also i tried with a new monitor..same problem
 
The graphics card is 6 months old. Yesterday i opened my PC and this blinking started. With the flashing screen black and back i tried to go to resolution settings and change the icon from small to medium, then re install the amd graphics card drivers ( The catalyst control centre software disappeared when I right clicked on desktop) , then after a few times restart it slowly slowly came into a stable condition. I really do not want to take my GPU into a service centre because i think it is stuck in my motherboard and have to ask outside help just to remove it. Anyways I will try BIOS update as suggested and see. Also i was planning to get a new DVI and HDMI connector to check. I am using VGA connector right now. I will try to share a screenshot or video from that PC if i can but it is blinking so much that I hardly able to see anything. Lets see if it works.
 
You indicated that you think the graphics card is stuck in the motherboard, I suspect this may have something to do with the problem. If the card is not seated right this could potentially cause issue with the graphics/video like the flashing screen. I would suggest getting the card out checking it for damage then reseating it properly in the pcie slot.
 
Thanks Mate, your post is correct and I think what I feared has happened. I took the GPU to the sapphire service center, they inspected it and refused to accept it as it had a burnt chip or something. I have the photographs with me but I do not know how to share with you.

I said them that I had not tampered it in anyway and still if it has a chip burnt then why they would not accept it as it is not the users fault that the chip is blown. My PC stays in AC and has extra fan inside. Also the PSU is good 450 watts supply. But they told me to write a letter to the importer and if he is merciful enough they will accept it. I have no way to contact sapphire and ask for help and no money to buy another card. If this card is gone then I am quitting on Sapphire AMD for life.. I wrote a mail to the importer of the card and submitted the pics and the invoice ( i purchased it on April 2015)


However there is one more thing I need to get advice on. Before this I had a GTX 520 of XFX which first went bad, i repaired it from shop and after running for 4 more months it went off. But it gave me service for more than 1 year. That time my room did not had an AC neither had extra fan inside cabinet so I thought heat was the issue. But now since i fixed my room and everything still why this GPU got a burn chip..is it my DH611ww motherboard that is incompitable? What am i missing out? Please advice
 
Who is the manufacturer of your motherboard? I doubt that there is an incompatability issue. On the video cards did both require a plug in from the power supply? The PSU you are using is a little low in wattage I would run at least a 550 watt, this could have been the issue with the two video cards.
 
My Motherboard is Intel DH166ww Chipset. The video card did not require plug in from additional power supply like AMD HD7700 series many GPU requires. Also the PSU is new and the specification for the card was 400 watts. Anyways maybe it is the reason why both my cards became bad. I am planning to get a new coolermaster cabinet, a new Motherboard of Asus or Gigabyte and a new PSU ( cooler master or corsair ).. Only if they replace my GPU..or else no more gaming or graphics card for me. I will save money and get a PS4
