black screen for powered pcie graphics cards

My gtx 550 graphics card seemed to stop working suddenly after close to 2 years of use in this current pc, and after getting a gtx 960 i'm having the same issue of the monitor not coming on and staying in standby. I am only able to get my stock (non powered) gt 635 to give me any form of feedback. i replaced the power supply already, and am suffering the same issue.

the graphics cards fans start up for a moment on both cards, but then slow down and stop. is their any reason software or hardware wise for my motherboard that can be causing the issue, or is it possible i'm overlooking something else?

edit: the motherboard is giving 5 beeps on start up with the 2 cards

i figured it out. my gtx 550 DID die, but my new one is fine. i was just getting a similar looking feedback for both.

apparently dell has different beep codes 5 means a problem with bios battery, so i did some digging and found all i needed was an update on bios from A04 to A10
do the fans normally run all the time? they should spin down when not in heavy use.

Windows has had trouble with newer GPUs and multiple display ports for a while now. usually resetting to an HDMI out even though your display may be using DVI or DP. try changing to an HDMI cable, or another HDMI port if already running off HDMI, while the display is black to see if it is detected and responds.
this will at least rule out this issue if it doesn't actually fix the problem.

the 2 graphics cards aren't working on the pc at all, power runs to it to spin the fans for about 5 seconds then will stop completely. no port provides feedback either.

dell xps 8700 on windows 8.1
stock dell motherboard: okwvt8
i7-4770 proccessor
16 GB of hyperx ram
4 pcie ports my graphics is using x16
brand new evga 600W psu

let me know if there's something else you need to know about it.
