Black Screen Fried Mobo/CPU?

So I wen't to bed last night, left my pc on. Woke up this morning to it off, turned it on and I get no Dell splashscreen/bios on start-up nor a beep from the mobo. Monitor goes from "no-signal" to just plain black. All fans and gpu fan seem to be working properly when it turns on so I assume that it's getting the power it needs.
I waited around 45 seconds for a "full" boot to windows, hit enter instinctivly and typed in my password. Got a few random beeps from what I believe is the mobo then PC shuts down and turns back on.
So I done everything I could think of, Took out/reseated ram firmly, unplugged PCIE, unplugged GPU/Reseated and replugged pcie, unplugged/replugged all my fans,CPU power plug, mobo power plug
took out my cpu cooler, noticed their was a low amount of thermal paste so I went to best buy and bought some and did a fresh application.
Turned the computer on and still same issue, black screen

GPU: EVGA 1060 6gb
CPU: i7 - 2600
Ram: 16gb DDR3
PSU: 850 Watt Corsair TX
Mobo: Dell Optiplex e93839, KA0121
Monitor: "Dual Monitors" Syncmaster P2770HD's

So I think my mobo died, as their's no beep on start-up, but I get beeps when I press random keys so long after a boot. Which leads me to believe it may be my CPU
Thoughts?
 
Try checking that your video card has power. If it does, then try removing the video card and using the onboard. Because while it is likely your motherboard, it could be the video. Adding MORE thermal paste does not help. In fact the goal is to use the least possible.

If you have another PC, temporarily jack the PSU out of it.
 
Don't have another pc sadly, and no boot even with ctk akt delete, got a new mobo and still same issue. so thinking it's the cpu and will prob just upgrade to a ryzen
