when I started my pc with the gpu I bought (second hand) last week pc ran well for 1 hour but then it gave black screen. I took it to who I bought and tested it in furmark for 15 min without any issue and he said my power supply cant supply enough power for card. Then I installed the gpu back in the pc and undervolted it by 10% with MSI afterburner and it actually run longer (2 hour). does the problem lies on the GPU or PSU?

It's the PSU.

RX 470 needs up to 26A on +12V rail, while max what your PSU can deliver is 17A.

This is further evidenced by longer runtime with GPU undervolt.

As for new PSU, e.g Seasonic Focus GX-550 would be more than enough, both wattage wise (up to 540W on +12V rail) and amperage wise (up to 45A on +12V rail),
specs: https://seasonic.com/focus-gx
amazon: https://www.amazon.com/Seasonic-GX-550-Full-Modular-Application-SSR-550FX/dp/B07WQYM74W/

On top of that, Focus GX-550 is good quality PSU with 10 years of warranty.
(All 3 of my PCs are also powered by Seasonic, full specs with pics in my sig.)

I couldn't find it at my local sellers, does cooler master MWE white V2 500w or ASUS TUF Gaming 450w is good?

Care to link your seller so i can look what they offer? Since both of the two units you wrote, are cheap PSUs and not enough quality to power dedicated GPU.
Or to answer shortly; are either of the two good? No. Good is what i linked above.

On the flip side, if you don't care about the PC, you could get ~2 years of runtime out of it, regardless if you go with CM or Asus PSU, since that would be the time those cheap PSUs last, normally. CM unit has 41A on +12V rail and Asus unit has 37.4A on +12V rail, so, both would suffice.

Though, since PSU powers everything, it is the most important component inside the PC. Due to that, i wouldn't cheap out on PSU.

Edit:
If your store doesn't have Seasonic, look towards Corsair RM/ RMi /RMx units. These should be available.

There are Corsair units within your sellers. Though, they cost quite a bit. Still, managed to find decent PSU for you,
Corsair CX650F RGB (with 62.5A on +12V rail),
your store: https://compstore.az/corsair-cx-ser...0-plus-bronze-full-modullar-power-supply.html
review: https://www.tomshardware.com/reviews/corsair-cx650f-rgb-power-supply-review

Now, this unit would be bare minimum i'd consider, since your PC isn't that high-end. If your PC would have better hardware, CX-series wouldn't suffice either.

Its twice of my budget :( I will buy either asus or cm, thank you again for the effort you put in to find a psu.

Thing is, if you want cheap and good PSU, you have to buy two PSUs: the cheap one and the good one. This is so with all things actually.

Good quality products cost more, since making them out of good quality components just inherently also costs more. Or when to put it another way: if you pay peanuts, you will get monkeys.

As you were advised above, advice which was then promptly ignored, a proper GPU needs a proper PSU. You replaced a low-quality PSU with another low-quality PSU.
and my friend is using a chinese made psu (like mine but worse) with a rx 570 for 1 year and his pc is running fine, I think the black screen have nothing to do with psu anymore

Since you started a thread without neither the ability nor willingness to follow anybody's advice, there's no reason for me (or anyone else) to continue following this thread. Best of luck to you. I really hope this doesn't end with your frying your GPU, which is very likely to happen sooner or later if it has not already.

Thank you for your good hopes, have a good day.

as I mentioned it, my budget is not enough to buy a corsair psu so I bought the best one I can find and buy

Sadly, the best what you were able to afford wasn't enough for your PC and you essentially wasted your money on this CM unit, since it too is low-quality PSU.

And there are loads of people out there, advocating for drunk driving, since they never have been in an accident. Still, this doesn't make driving drunk safe.

If you suspect your issue to be software instead, best fix would be formatting your OS drive and installing a fresh copy of Windows on it. This will get rid of all the bloatware, malware and any other issues you may have software wise.
Will this fix your issue? Maybe. Maybe not. But it is worth to try, because it won't cost you anything.

I know this PSU is not good but if it can work without problem for 3 year it's enough for me. The current os is 2 or 3 month old I don't think it is bloated that much. anyway thank you for all the suggestions you gave, if I find the problem I will reply. wish you a good day.
