That's not good enough to do work with a RTX 3080, but not so bad that you can't pass POST or log in to the OS with it...
Do some LEDs light up at the PCIe sockets on the gpu when you try to turn the PC on?

Are you able to post and log into the OS if you install the ol' GTX 1080Ti?
No lights pop up when trying to boot it. If i throw the 1080ti back in works like a charm.

Which EVGA 3080: the XCs are two 6+2pin, and the FTWs are three 6+2pin, if I remember right.
IF I'm looking at the right CX650M, that unit has a cpu EPS cable that is non-modular(which would go into the mobo), and 2 modular ones that can be used for either cpu EPS or PCIe devices.
If it's the FTW, then you don't have enough cables to power it.
