On another PC, download the
Windows 10 media creation tool and use it to make a win 10 installer on USB - need for boot disk
lets see if system restore fixes it
change boot order so USB is first, hdd second
boot from installer
on screen after languages, choose repair this pc, not install.
choose troubleshoot
choose advanced
choose system restore
see if there is a date in here prior to installing skin
PC will restart and all system settings will revert to how they were.
If you don't have a date, you may need to do a reset. I would suggest safe mode but it doesn't often show as a option when booting from USB. I list it at bottom in case you want to try
If you want to save files, try this:
boot from installer
on screen after languages, choose repair this pc, not install.
choose troubleshoot
choose advanced
choose command prompt
type
notepad and press enter
in notepad, select file>open
Use file explorer to copy any files you need to save to USB or hdd
reset won't clear them if they in documents folder, but its better to be safe than sorry
Reset this PC
boot from installer
on screen after languages, choose repair this pc, not install.
choose troubleshoot
choose reset this PC
2 types, keep files/settings, or remove all
Files = library folders. Library folders = Documents, pictures, movies, music (the default folders that come with windows). Settings = logins and desktop
remove all wipes everything and reinstalls win 10 as if its a new PC.
BOth will remove all applications that aren't part of windows by default.
Safe mode:
boot from installer, on 2nd screen after languages, choose repair this pc, not install
choose troubleshoot
choose advanced
choose start up options
hit the restart button
choose a safe mode (it doesn't matter which) by using number associated with it.
PC will restart and load safe mode
