Question Black Screen Issue

Today, Apex Legends released a new update, which I attempted to download via Steam as usual. It got stuck at 10% installing, so I restarted my PC in an attempt to fix it. After this, my entire screen is just black, although the sign-in screen works fine. I can access Task Manager, but restarting Windows Explorer just ends it and it never starts again. Manually starting explorer.exe using the Run function in Task Manager also does nothing. I'm able to boot into Safe Mode, but don't know what to do from here, so any ideas would be great.

You might want to see if you can initiate Startup Repair, but if that doesn't help, since you're able to get into Safe Mode, I'd advise on saving your mission critical files and then think about reinstalling the OS, after you've made sure your BIOS is on the latest version and that you've recreated your bootable installer using Windows Media Creation Tools.

When I shift+restart, it only gives me the Startup Options button under Troubleshoot, so I don't think startup repair is possible.
