Question Black screen - MSI Radeon R9 280X GAMING 3G (TwinFrozr)

I have a common black screen issue. If I start my PC and wait a bit I can hear the windows sound, I even managed to log in with a black screen.
I have tried the fixes here, but maybe I am missing something.
I have tried different monitor, cables/adapters.
I have a 4-pin Molex to 8-pin cable, I don't think that's ruining the card because I can get to the log in menu.. but with black screen.
Everything in PC works with my old video card R7 260x 2GB
I have googled video card should work with my motherboard and CPU.
I have tested the video card in my friend PC, he has MSI motherboard and he just plugged it in and everything worked. (he has 650W PSU)

My specs:
PSU

RAM - 3x4GB DDR3 1600mhz (2x Crucials and one random)

Which PSU brand is that ? Never heard of the name before, and it looks like some generic low-end PSU, IMO. I won't recommend using this PSU for Gaming rigs. Your card requires 1x6-Pin, 1x8-Pin PCI-e connector, if I'm not mistaken.

How many PCI-e connector/cable does your PSU have? Also, avoid using MOLEX cables to power the GPU. Do you have latest BIOS installed on your system ? is this a brand NEW GPU ?

Yes my card requires 1x6-Pin, 1x8-Pin PCI-e connector.
I only have MOLEX cables coming out from PSU and then there was two 4-pin to 6-pin cables in a bag for add. Yes, I have the latest BIOS, no bought it from my friend that I talked about before. He used it for 2 years and know he upgraded his GPU.

So, did you plug in both the PCI-E cables to the GPU, assuming your current PSU has this connector ? The PSU specs don't mention this though, if I'm not wrong. That's NOT a gaming PSU. Grab some other high quality 550 Watts PSU.

Well, I think everything I have to do is get a new PSU that has atleast 1x6-Pin, 1x8-pin PCI'e connector.
But can it still be 500W or should I get 550W? 600W? 650W?

Yes, I think so. It's having 2 PCI-E 6+2-pin cables. But I'm not quite sure about this "XILENCE" PSU brand, so I can't comment on the build quality, and efficiency/output of this particular unit.

Grab some other high quality PSU from reputed brands like SEASONIC, EVGA, Corsair, Cooler Master, BE Quiet, just to name a few.

The XILENCE brand is known for "hiding" things or at least being sneaky about their labeling, so I would not trust it very much.
Their 250w (continuous power) psu is often mistaken for a 400w power supply and sold as one on the online marketplace due to the marketing as "400w peak power" and purposeful lack of information on the packaging. On that unit you can only find the wattage on the data sheet fairly hidden away.
Pretty shady dealings for something that is meant to power your whole pc.

I would rather recommend a more reputable brand like EVGA, Corsair, Antec, be Quiet! or Thermaltake, and thats only to name a few. The majority of these brands offer a 500w - 550w psu that would serve your needs at a fairly comfortable price less or equal 80 aud (I'm not sure which country you're from so I used my own currency, sorry).

What's your budget for the PSU ? Can you get one of these models, near your location ? You can change the wattage of the model, if you feel you need more power, for future upgrades as well, but look for similar brands/models...
