Question Black Screen + No Front Panel Lights

Hello everyone,

I was building a 2nd LGA 775 PC for my home's dining room, and I completed building it. Problem is, whenever I power it on, it sends no signal to the connected monitor, both with GPU and with integrated, and the front panel lights aren't lit, even though they are plugged in correctly. The computer shuts off after 10 seconds of being powered on, then turns back on and stays on until manually powered off. The GPU is the Radeon HD 8570, the motherboard is the HP IPIEL-LA3 REV 1.03, the CPU is the Core 2 Quad Q9500, and the PSU is an Antec 450W. Any help would be greatly appreciated.

The Core 2 Quad Q9500 has no integrated graphics.
Have you tried booting the motherboard outside of the case? Something could be shorting.
