Black Screen of Death on Vista

Everytime I turn on my computer, it starts loading up normally until where i get to the desktop. The desktop just shows a black screen with a white cursor. I have tried safe mode and am only able to get the command prompt to work on that. I have went to last known configuration and system restore and just continue to get the black screen of death. I am able to access task manager through ctrl+alt+del, and it has the cpu being 100%. I looked in the processes and the explorer.exe is using 48 cpu but nothing else is using any cpu.

I had a laptop do that and it was the motherboard dying. You don't happen to have an HP do you?

No, it's a Dell Studio One computer.
