Black Screen on Boot

I have a Dell Laptop that is recently refusing to boot to the operating system. Instead, when I power on it goes to a blank black screen with a cursor blinking, and stops there. It is a relatively older laptop, but it will not load up Windows, and I am confused as to why....
I have even tried loading from the install disk, but it does nothing at all the same as using F2, F8, or F12 at startup. No matter what I try, it always just goes to the black screen like there is no operating system installed.
Can someone advise me on how to reinstall a new operating system here without being able to boot from the disk drive, or do I need to contact Dell??

will it go to the bios?

if so does it show your hard drive in the bios?

No unfortunately, it won't do anything no matter what I try....
I have tried EVERYTHING to get to BIOS, turn on laptop>F2 / turn on laptop>F8 / turn on laptop>F12 etc....
Still NOTHING??
THAT is why I am here because it is confusing me to death!!

specs? age? cost? laptops are very difficult to fix, depending on the details it might be time to just get a new one or take to a qualified repair shop if you desperately need this one
