Black Screen on startup, then fine after reset??

So for the past month or so I've been running into this problem where if I turn my PC on from either completely off or even just sleep, my PC has a black screen with the mouse pointer in the middle. It doesn't make any sense because when I press the restart button on my case it turns on COMPLETELY fine. Like what?? This doesn't make any sense at all. It's even more inconvenient because I boot from an SSD; so usually I would expect my PC to turn on within 8-12 seconds. With this issue, man I am better off having a regular hard drive!!!

Please help me with this issue. It's seriously so dang annoying!
